GOVERNOR KAINE ANNOUNCES ADDITIONAL APPOINTMENTS

Governor Timothy M. Kaine today announced the following appointments:

Virginia Department of Rail and Public Transportation

Charles M. “Chip” Badger, of Richmond, as Director. Badger has served as acting director of the department since December 12. He was previously the Deputy Director of the department, where he assisted the agency director in carrying out all of Virginia's initiatives and support activities for rail and public transportation. He has worked for the Commonwealth for 36 years and has been a member of the management team for Virginia’s rail and public transportation initiative since 1979.

Mr. Badger is a licensed professional engineer and holds Bachelor and Master of Science degrees in engineering from Virginia Tech and the University of Maryland, respectively.


Office of the Secretary of Technology

John McDonald, of Richmond, as Deputy Secretary. McDonald is currently the director of Contact Center Strategy and Technology for Genworth Financial Corporation. He has previously worked as a senior IT manager for Capital One Financial Corporation, a technical account manager for Microsoft, and a staff sergeant in the United States Army Reserve. McDonald currently serves as an advisor to the Governor on the Virginia Research & Technology Advisory Commission and served as an advisor to the General Assembly on the Joint Commission on Technology & Science during last year’s legislative session.

Mr. McDonald holds a Bachelor of Arts degree in political science and history from The Colorado College and a Master of Science degree in the management of information technology from The University of Virginia, both with honors.

Harold H. Bannister, Jr.* of Fredericksburg, scientist for the Naval Surface Weapons Center and former member of the Fredericksburg City Council.


Board of Trustees, Jamestown-Yorktown Foundation

Ann Parker Gottwald* of Richmond.


Virginia Corn Board

G. Henry Goodrich of Wakefield, owner and operator of Ben-Gar Farms.


Virginia Cotton Board

Lance Everett* of Stony Creek, owner of Old Hickory Farm;
