Halifax County Administrator Bryan Foster Resigns

Bryan Foster announced on Friday afternoon that he is resigning as Halifax County Administrator, a position he has held since November of 2004.

In a conference call to both local newspapers, Foster said he had been approached the day before, on Thursday, by Halifax County Chairman of the Board of Supervisors William I. Fitzgerald and Vice Chairman James Edmunds and advised that the governing body had decided they needed a change.

"They gave me no reason for their action," Foster said, noting that he will remain on the job until the end of December.

Contacted later on Friday afternoon Fitzgerald confirmed the action, saying that supervisors during their closed session following the Monday night, Dec. 1 meeting, decided they needed to make a change and to go in a different direction. "It was a unanimous decision," Fitzgerald said, acknowledging that it was a painful decision to have to make.

Foster, according to Fitzgerald, promised to cooperate in any way he could to make it a smooth transition to fill the post. "He made the best of a bad situation, but realized that it just was not working out.

"We all appreciate the many things Bryan has done for Halifax County. We want to give him due credit for the changes that have been made on his watch - the formation of the Halifax Public Service Authority, completion of the regional landfill, construction of the animal shelter and the transfer station as well as the new finance system and the elimination of the vehicle decal and completion of the personnel study. We all wish only the best for Bryan."

Fitzgerald said Foster's employment agreement expired in November and the board had identified some areas for improvement, but had delayed making a final decision until December.

The board chairman said he expects to call a special meeting of the supervisors, hopefully this week, to make some decisions about how to best find a replacement for Foster. "I don't know if we will go with a head hunter or hire a consultant to help us find the best person. That's what we now have to decide," he added.
