Governor Timothy M. Kaine today appointed Barbara Reese to the position of Deputy Policy Director in the Office of the Governor.
“Barbara Reese has been a critical and central member of my staff in the Department of Transportation,” Governor Kaine said. “She will continue to lead my efforts to secure rail service to Dulles International Airport and she also brings a wealth of experience and accomplishment to her new job.”
Ms. Reese has worked in Virginia government since the late 1980s in the executive and legislative branches. She began her Virginia career with the Joint Legislative Audit and Review Commission evaluating a broad range of programs and services including child day care regulation, the Commonwealth’s revenue forecasting and budgeting processes, economic development, indigent care and hospital Medicaid services.
Ms. Reese joined Governor Kaine’s cabinet as Deputy Secretary of Transportation in 2007 serving in a project director role during the passage and implementation of HB 3202. She also served as the chief public negotiator of the Capital Beltway HOT Lanes transaction and is currently leading and will continue to lead Virginia’s efforts to bring Metrorail to the Dulles International Airport.
Prior to being named Deputy Secretary, Ms. Reese was named the Virginia Department of Transportation’s first CFO where she was instrumental in the Department’s turnaround and focus on core business strategies. She was named a finalist for CFO of the Year in 2006 and 2007 by Virginia Business and is a nationally recognized leader in public private partnerships. In the Fall of 2007, she was named Woman Transportation Professional of the Year and earlier this year received the American Road and Transportation Builder’s lifetime Champion for Public Private Ventures Award.
She has also served as staff to the Senate Finance Committee with key responsibilities for tax policy, transportation and committee legislative operations. She holds a bachelor’s degree from Mary Washington College and a Masters of Public Administration from Virginia Commonwealth University.
